MapClone requiring second map even if permissions granted #2

    What steps will reproduce the problem?
    1. Grant mapclone.any permissions to non-op
    2. They try to clone a map and it tells them they need 2

    What is the expected output? What do you see instead?
    Should just clone, not requiring a copy of the target map.  Does work for an op

    What version of the product are you using?
    v.5

    Do you have an error log of what happened?
    Dosn't seem to produce an error that I can find

    Please provide any additional information below.
    Running CraftBukkit v git-Bukkit-1.1-R3-b1846jnks (MC:1.1)  (Implementing API version 1.1-R3)
    I'm using Essentials (2.8.2) with Group Manager 1.9 (2.8.2) (Phoenix)

    I'm hosting my server on LethalDrive so I'm not sure of the Java version, think the os is Linux based, but don't know which flavor.

    I also have MineBackup, ChopTree, Permissions and EssentialsProtect running.
