What steps will reproduce the problem?
1. Added node to PermissionsEx file: "- -mailbox.user.create" (disallow user from creating their own mailbox)
2. Reload PermissionsEx
3. Get any player to create their own mailbox, dispite (appearantly) not having the perms to do so

What is the expected output? What do you see instead?
- The permissions file should dictate that specific users cannot create their own mailboxes.
- If I set a certain group to NOT have the perms to create their own mailbox, this plugin should not allow it

What version of the product are you using?
Mailbox 2.7 (Updated Feb 12, 2013)

Do you have an error log of what happened?
- No, since it isn't necessarily an "error", but rather an incorrect outcome

Please provide any additional information below.
Not sure what to say -- seems the mailbox plugin is bypassing the permissions. I note that a few others have indicated that this is a problem for them.
It doesn't matter if I use MySQL or not, same outcome.
