• Changed logging system (should see nothing change, just code enhancements)
• Changed to a new more reliable permissions system, which should hopefully fix people's problems with permissions.
• Deleted permission node "lottery.help", now just checks permissions on commands when using command "/lottery"
• Deleted "permissions-op" from the config
• Now should load ticket cost correctly, if you still have problems, please before check your spelling by looking at the list of values before posting your error

May contain some minor/major bugs
