Added permission for gifting (/lgrapple) the grapple - llamagrapple.craft.
Players can still craft the grapple with an anvil and use it if they have the llamagrapple.grapple permission.
Added durability reduction on grapple items.
Added message notification of durability and cool-down of the grapple.
Added ability to toggle message notifications per player
Changed "Auto-Update = false" to "NotifyOpsWhenPluginUpdates = true". On Op login, sends a message notifying a new update is available and provides a url link to download it.
Removed the Op, Admin, and Mod groups from the permissions.
Fixed player configured grapple tool to not get default tool instead.
Added command (/lgrapple) argument "reload" to allow reloading of the config.yml without reloading the server.
