What is the issue?

We found that it is a unfair advantage that only the owner can hit players on his land. We would like a option it the config that there's no PvP ONLY on claimed land or EVERYONE can attack on claimed land. We are aware this is a option it the land settings but we want a way to make this default and so people can only change from all or nothing or so they just cant mess with is. If you could do this that would be greatly appreciated.
