    initial repository commit and added spawn over water check
    + added check to prevent spawning over water; however in a world with
      nothing but water will cause this plugin to deadlock; i need to go
      back in and take the extra effort to make the calculation yeild and
      prevent too many calculations from running all at the same time

+ fixed bug where only OP could create signs
