No permission to use warp #12

    Only OP's can use warp.  When none OP trys to warp it says "You do not have permission to warp".  Below is my installed plugins and permissions.yml file code.  What am I missing here?  I'm a brand new Server admin setting up a new server.  Attached screenshot.
    My server is twincraft.mcalias.com
