This plugin will broadcast it everytime a new player joins it also has custom messages for when new players join and when players come back example it also has a MOTD all messages support color too

EVERY MESSAGE IS CUSTOMIZABLE

OPTIONAL AUTO MESSAGES Setup

Install the plugin then start the server and the folder will appear

in the folder there will be a config.yml were you can change the messages

here is an example config
