What steps will reproduce the problem?
1. Type /warn username reason 5x.

What is the expected output? What do you see instead?

1. Expect warning count to increase. Its not, staying at 0.
2. Expect user to be kicked at least once, and then banned.

What version of the product are you using?

New one, off of bukkit dev this morning... 1.0?

Do you have an error log of what happened?

No actual error messages, just not working
