Users are reporting that they can't place lava. Help

Hello, so I have a 1.6.4 SkyBlock / SkyBlock PvP server. I wanted to make Islands in the ocean instead of in the sky. I made the water-world. When you type " /is create ", your island is created but the water around the 100 x 100 blocks "owned" by your island are empty...the bedrock on the bottom of the ocean is gone and the water does not fill. The version I'm using is IslandWorld v2.0. please! any help would be appreciated.

I've downloaded v2.2 and now the blocked line reads blocked: - '383:56'

instead of blocked: - 23036

That makes more sense now!

I am trying to set the island spawn and when it is set it always faces the wrong way. Is there a way to fix this?

Player's islands are starting to say they're owned by someone else when you walk on them now, I've cleared the free list 3 times so far with no luck.

Well the issue because every player does keep one layer of blocks so um... idk
