Hydrate V1.1 Plugin release

Added:

• Permissions Integration
• Scoreboard on right of screen shows your thirst level
• Admin's can set players thirst level
• Configuration file to set how fast you lose thirst level
• Message to tell you how many thirst levels you've gained after drinking/eating Fixed:
• Player can not go into negative numbers without getting forced back to 10

* When setting a players thirst level from 1 or 2 to anything higher, player still has to wait to get out of nausea.
