What is the enhancement in mind? How should it look and feel?
Remove restriction of pvp zones from plugins like
Residence and Worldguard so the hitman members
can kill a target in non pvp zones.

Please provide any additional information below.

-Ignore non pvp zones for hitman members and accepted contracts
-Only they can do pvp (Target - Hitman) in non pvp zones

That's a thing that is very hard to implement because I would have to communicate with every plugin that offers such PVP-commands.

As you can imagine, this is a really big thing as there will be more and more protection plugins to come.

But I'll write the idea down, I'll see what I can do.
