Main Plugin
The main plugin is installed exactly the same as any other plugin. Simply place HawkEye.jar in your plugins/ folder. Run the server to create the config file, then stop it again and follow the Configuration procedures. The plugin will more than likely not start without you configuring it first, so it is important you stop the server again after first running it.
Web Interface (optional)
Simply upload or place the hawkeye/ folder from the zip file in your web directory. If you used WAMP or XAMPP, this is typically in the same location that you installed the software to. You can then navigate to http://your-server-name.com/hawkeye/index.php

I had the same problem, go to the bukkitdev homepage for HawkEye (here) and on the right there's a number of downloads, under the web interface.zip's there is a HawkEye.jar

This may mean that your server is crashing. No commands would work at that time. It's usually if you edit a config/install a plugin with reloading instead of restarting.

If you cannot install plugins, you shouldn't be running a server.
Place the JAR file into the plugins folder, if the file downloads as a ZIP file, you need to open the ZIP file first to retrieve the JAR file. If you cannot even do this... there is no hope for you.
