What steps will reproduce the problem?
1. delete default and donator groups in config
2. edit in my own groups
3. reload server

What is the expected output? What do you see instead?
I expect the config to take my changes so that those groups will have those banned times assigned, i see that they remain there but it will add back in the default and donator group after i removed them and wont accept my changes of ban times

HBOD V 0.92

Do you have an error log of what happened?
No errors just wont accept my changes
