Halloween change log

Beta v0.4

• Added two permissions : halloween.events.bypass (for bypassing random events) and halloween.curses.bypass (for bypassing curses). (With Vault support if you want !)

• Fixed a lot of bugs (with optimizations).

• Added /haunt <player> [time].

• Added a random event which spawn Herobrine if Citizens is installed. Otherwise, it will just send a simple sound.
