v 0.1-alpha: Added a /test command

Features:

/test: a simple command that tells your if the plugin is running or not

Permissions

There are no permissions needed for this command. You will however need operator status

The next update includes

• More commands
• More Tests
• And an event command that spawns in something.

This plugin will be relatively simple so there will not be much more added to it.
