By default all towny towns are "godless" and town members may worship whomever they want. Town mayors have the option to declare a god, and all town members will then become worshipers of that god. At any time a towny mayor may declare themselves godless once more.
The commands could be something like...
/gods town declare NAME
/gods town declare godless
