Minor permission update

• + Added new permission gates.command.*.
• - Fixed a issue where neither gates.command.reload or gates.command.version would not be a part of gates.*.

A version with fixes is coming in

• Gates on negative coordinates will cause errors on reload, resulting in not correctly loading the gate.
• Destroying a gate you don't own will result in strange behavior.
