What is the enhancement in mind? How should it look and feel?

There should a system that logs how much ore and rock a player has mined. Then it would calculate how much ore vs. rock the player has mined.
If a player exceeds a % value set in config, a warning message will be sent out to OPs by default upon login, or anyone having the perm node fd.xraywarn (example)

Please provide any additional information below.

This feature would be extremely useful for those that do not want to burden their server with an anti X-ray plugin. These are usually extremely taxing on the server and will drain its performance. This gives moderation staff a tool to work with as proof, and do not have to rely on just saying their mining looked shifty.
I post this ticket again, even thou one exist and I've commented on it recently. But it was made in 2013, since it 2015 now, I want to bring it up once again and make sure it's heard this time. Please contact me via PM here on bukkit if questions come up.
