• Added Towny support with townAlert, nationAlert, townDetect, townIgnore, nationDetect, and nationIgnore sensor filters.
• the msg-only-builder config option now requires towns listed within townAlerts to either be the builder's town, within the same nation, or in an allied nation, and nations in nationAlert to either be the builder's nation or an allied nation.
• Added upward and downward facing sensors [UpSensor] and [DownSensor], all normal sensor filters apply.

 * Arrows fired from arrow turrets appear to fall to the ground immediately on the client
 but actually do move and do damage as intended.
*teleblock redstone torch toggle requirement is impractical (yes it will be changed soon)
