Added new configurable update checker. New command: /ewl reload (This is the only way I can fix the player deop/permission change.) Removed /ewl version, use the base command, /ewl, for version and whitelist info.

Older configs need to either be deleted or have "checkForUpdates: true" or "checkForUpdates: false" (without quotes) manually added. Premissions have changed: the base permission is no longer "emergencywhitelist", it's now "ewl".
