Ok first build out :D

- Added two commands -/downtimefull (Puts server on downtime and kicks all non-ops out of the game and stops them from entering) -/downtime_ver (Excuse the "_" part of the command, still trying to config the commands but for now it's like that. Shows version of EmergencyDowntime you are running)

More features coming up!!

-Only 1 command to set downtime (/downtimefull) Blocks players from joining and kicks players already in. (Non ops) -Allows non-ops in during EmergencyMode
