What steps will reproduce the problem?
1. PermEX
Cooldown for and infinite arrows for Slowing,Heavy,trap arrows

The TRAP works with cooldown and infinite arrows but Heavy arrow and Slowing do not work once you set a cooldown timer. I want a 15 sec cooldown for Slowing Arrow, 20sec for Heavy arrow. These effects do not work once I set a cooldown timer.

I have tried to get this to work for 3 hours
