1. Added config.yml file with 3 configurable settings

2. Added event listening and a 75%(configurable) chance of losing 0.5 hearts(configurable) of health when filling a bucket with lava

3. You now can configure the maximum health you can give with /givehp with the config.yml file

Partial incompatibility with other plugins that change the max health of players.
