Release 1.3!

Additions:
Added a config.yml file! This plugin is now EXTREMELY customizable! You can change almost everything! I will add support for changing permissions and accessories (what you need to do drugs) soon.
Ecstasy hearts will now look like they spawn around everyone. Only the player who took the drug sees them.

Bugs:
Drugs don't rename when using /give.
Ecstasy hearts spawn a temporary wolf.
