    What steps will reproduce the problem?
    1. Make a new proposal
    2. open proposal
    3. try to vote

    What is the expected output? What do you see instead?
    Expect to be able to vote.. tried as admin and regular user.  Instead get: You are not allowed to vote on this proposal.

    What version of the product are you using?
    0.6

    Do you have an error log of what happened?
    No errors

    Please provide any additional information below.
    I've given both admins and regular users the democracy.vote.vote permission node.  Using PermissionsBukkit for permissions and CB 1240 Recommended Build.

    per the screenshot you gave, you did not do "step 2" on your list above

    /propose <name> -open

    it broadcasts in orange, can't miss it
