Limiting players' choice in explosion radius, damage output, knockback, what items they can or cannot use in crafting recipes or any other customizable node is wrong. Enforcing a blanket ban against something just because a small minority of servers might not be able to handle it is wrong. It should be up to server owners on an individual base to decide for themselves what they want for their server, what's best "for their own protection" and to learn whether or not their server can handle it. While limiting the explosion radius to custom-made bombs to 20 might be right for a very small number of servers out there that can barely run minecraft as it is, it's simply not right for the vast majority of us who could potentially have the option to make use of a number higher than 20.
I just finished testing this myself, using not a regular bomb, but 10 airstrikes, which spawned a total of 300 bombs roughly simultaneously, all with an explosion radius of 20. There was literally *no lag whatsoever,* let alone a crash or anything serious, and I'm on a fairly average computer - not too great, not too bad. The only interesting thing that happened was: while some bombs were landing on the ground and exploding, other bombs just above them were being knocked airborne again by the explosions, causing them to take a little longer to reach the ground. Kind of silly, but by no means something we need to be restricted from experiencing "for our own protection." I think we, as individual server owners, can decide what's best for our servers and what's not.
If you're really adamant about stifling players' freedom, you could at least raise the cap to, say, 50. Whenever I go around to various forums, message boards, chat rooms and PMs with friends, the #1 most common suggestion I receive when I ask if anyone has a suggestion for an explosive device is, "how about a nuke?" I then always have to refer them back to this "limited to a radius of 20" message, and the #1 most common reaction is me being laughed out of the place. The most recent reactions I received were, "lmao are you serious" ""for your own protection"" "give me a fucking break" And, speaking from experience, these reactions are perfectly normal.
I'm reminded of another mod I once used, not on a bukkit server, but a forge one. I set off what was called a "nuclear explosive," which ended up destroying over 1 million blocks. You had to stand in or fly above the center of the crater to see all of it at once on a render distance of far. Standing on the edges of the crater on a render distance of far, the crater was too large to see all at once. While this is bigger than anything I had in mind for use on my most recent server, I still appreciate being given the option to add such an exciting item to my old server. Of course, if I had an explosive device on my server that had an explosion radius of 50 or higher, I wouldn't make it some easily obtainable item that you'd see people using every day; I would make it take an extreme amount of time and effort to obtain just 1, so people would feel the need to use them responsibly - against specific targets, such as enemy bases - instead of being able to spam them all over the landscape on a whim.

There are only two things restricted, cluster amount and explosion radius. There are no restrictions on "damage output, knockback, what items they can or cannot use in crafting recipes or any other customizable node". These systems are in place so that some idiot can't set the explosion radius to 100000 for shits and giggles, break their server, and blame the plugin for it. It's not "Stifling freedom", it's really is just a system in place for those that aren't the shining example of perfection that you apparently are.
If you so desperately want the explosion radius cap raised, so stop acting so entitled about it and deal with it.
