Major cleanup on the code

Compiled with Java 7

Warnings:

• The new warp command may throw errors or have glitches. Please report them all with a ticket.
• Doing /warp (name) when the name is already a warp, will reset the warp to your location.

Fixes:

1. Fixed mute not muting
2. Heal command fixed

Permissions changed:

• ce.command.ban TO ce.command.mod.ban
• ce.command.gamemode TO ce.command.mod.gamemode
• ce.command.kick TO ce.command.mod.kick
• ce.command.mute TO ce.command.mod.mute
• ce.command.exp.set TO ce.command.mod.setexp
• ce.command.setspawn TO ce.command.admin.setspawn
• ce.command.settime TO ce.command.mod.settime
• ce.command.settime.day TO ce.command.mod.settime.day
• ce.command.settime.night TO ce.command.mod.settime.night

New Permissions:

• ce.permission.world.build - Allows player to build
• ce.permission.world.break - Allows player to break blocks

• All commands now configurable to on/off in config!

New Commands:

• /rules - ce.command.rules
• /killall - ce.command.mod.killall
• /freeze <player> - ce.command.mod.freeze
• /unfreeze <player> - ce.command.mod.freeze
• /setwarp <warpname> - ce.command.mod.setwarp
• /delwarp <warpname> - ce.command.mod.delwarp
• /warp [warpname] - ce.command.warp
• /vanish <on/off> - ce.command.mod.vanish UNTESTED COMMAND
• /hce - ce.command.hce
• /hce reload - ce.command.hce.reload
• /hce reload config - ce.command.hce.reload.config
