What is the issue?

So, I want the command /rg claim <regionname> [owners] to cost $1000, here is my prices.yml:

# ^/tp: 10$
^/rg claim \S+$: 1000$

For some reason when I de opped myself and changed my permissions rank to player, I didnt get charged for the command "/rg claim mycity myfriend". I really need to find out why this is happening because if I dont get it fixed soon players will region my whole world.
