Added the ability to allow the /cmdpotion to be used from the config file. Of course you cannot give the console the potion effects though (even though that would be cool!)

!!YOU NEED TO DELETE YOUR EXISTING CONFIG FILE OTHERWISE YOU WILL GET ERRORS!!
