What steps will reproduce the problem?
1. Setup the TPS meter as I have in the config (I have tried multiple Interval settings, including the default 15, and with no change)
2. Cause some lag
3. The commands are spammed several times, but not until a few seconds later.

What is the expected output? What do you see instead?

Each command to be made once upon a lagspike, and to happen immediately

What version of the product are you using?

2.8.2 for 1.7.10

Alright, so I run a modded server and I'm trying to track down lagspikes. I have a mod called Sampler which lets you take java profiles of the server, and I tried to set up ClearLagg so when the TPS dropped it would begin automatically. I did this in combination with another plugin, Command Delay, which works 100% fine, no problems. Here's the plugin: http://dev.bukkit.org/bukkit-plugins/command-delay/

Instead the command is spammed and as a result, the sampler can't finish its 5 second runtime.

What should I do?

It shouldn't be set to an interval of 1 lol.. Set it to 20 or 30.
