Using spigot version: Spigot-8a983f9-e81edfc (MC: 1.8) (Also used a build which was 12 days old. Same issue)

Timings with ClearLagg 2.7.7: http://timings.aikar.co/?url=10126477As you can see the entities cause lag. There are not more animals or mobs they just tick harder my guess is that the spigot settings are getting ignored.
Weell one tick chart was measured for 1432 seconds, while the other only 124 seconds..
Anyways, clearlag doesn't modify the AI at all - aside from the option to reduce their view attribute. So this entity tick delay is a direct result of having too many entities. I can't really help you at all because you didn't give me your config, but i suggest you use the TPS meter, and put /lagg killmobs in it.
