What steps will reproduce the problem?
1. Config auto-clear with intervals and broadcast.
2. Set yourself as a regular player (No OP nor '*' permission).
3. Wait 'till the auto-clear SHOULD broadcast (it actually won't).

What is the expected output? What do you see instead?
Expected output should be that regular members should see the broadcasts.

What version of the product are you using?

• ClearLag v2.7.2;
  
• Spigot #1649 with the latest protocol patch;
  

Do you have an error log of what happened?
No errors in the console nor in the log.

Clearlag uses bukkit's Bukkit.broadcastMessage method so any problem is their doing.
