*fixed bugs that wouldn't automatically assign the default permissions like notify and toggle.

*migrated all of NamePling over to ChatPling- It's just a naming thing

+Added a preferences.yml that auto-populates upon plugin disable (when a server stops).  No need to change it, but it's there if you want it

+User preferences are saved upon server stop or plugin disable and loaded on plugin enable or server start.

WARNING

the old permissions of namepling.xyz have been changed to chatpling.xyz so make sure to migrate the permissions over.
