The weather is clear, I have traversed hours and hours in the desert biomes and set thirst rates up to 20 and 50 ticks, to see results. The moment I step into a new biome, it decides to reset me to the 100%-biome 1 tick amount, then stays like that forever until I enter another boiome.
Only error in console is MISSING BIOME SAVANA_ROCK, or sometghing like that.

Are you op?
Which means you have thirst.immune perm?
this should be fixed in the upcoming 1.13 update - it was invalid biome which was causing issues
