Initial File Release

Permissions:
- bb.use
Allows you to toggle the instant-break feature of BreakBedrock (/bb)

Commands:
- /bb
Toggles the instant-break feature of BreakBedrock

New Features:
- Implemented detection for protection plugins. Blocks broken will be checked if they can be broken by the player before the block is broken.
- /bb

Planned Features:
- Dynamic Permissions (Defined from config)
- Detection for top of nether/bottom of world bedrock breaking (Toggle-able from the config)
- Ability to change item from config (Will be based on Material Enum (http://jd.bukkit.org/rb/apidocs/org/bukkit/Material.html) and ItemIDs)
