Describe to us the issue that you're having:
we made a world for factions mod, i blocked all commands like /tp etc. so far, no problem, but if a player reconnects, the all can use the default user commands such as /tp , /home /warp  etc.

Which steps will reproduce this problem?:
1) If a player relogs in our Faction world

Do you have an error log of what happened?
No errors in console of anny mods.
