    Describe to us the issue that you're having:
    Well I have multiple issues. People can't build unless they're OP (but I'm not gonna make them OP), The Prefixes aren't working I have no idea why.

    Which steps will reproduce this problem?:
    I have no Idea because the console doesn't show any errors

    Do you have an error log of what happened?
    nope

    Which version of bPermissions are you using?: (Please don't say "latest"!!!)
    R: v2.9.21 for CB 1.3.2-R0.1

    Which version of CraftBukkit?: (Please don't say "latest"!!!)
    I think 1.3.1 not sure though
    Which OS?

    Any other information we may need (plugins, configs, etc):
