Describe to us the issue that you're having:
When using the /permissions cleanup command, it does not remove the members in the default user group from the users.yml. It also does not remove groups that are not being used/no permissions from the groups.yml

Which steps will reproduce this problem?:
1) Run /p cleanup
2) Check Files
....

Do you have an error log of what happened?
No Errors
