Describe to us the issue that you're having:
With bPermissions 2.9.9, anyone who is not op does not have permission to do anything. With bPermissions 2.9.8, everything works fine.

Which steps will reproduce this problem?:
1) Installing bPermissions 2.9.9
2) Checking if player is not op
3) Checking if certain permission nodes work.

Do you have an error log of what happened?
No I do not.

Which version of bPermissions are you using?: (Please don't say "latest"!!!)
2.9.9 (I downgraded to 2.9.8).

Which version of CraftBukkit?: (Please don't say "latest"!!!)
1.2.5-R4.0

Which OS?
Mac OS X Lion

Nope, haven't found anything else.
