Second Version!

• Changed some of the permissions
• Changed /paxe to /throw <args>
• Added cool downs - can be toggled in config
• Cool downs are not adjustable, for now
• Added entity throwing - needs special sword
• Changed the config from "throw-velocity" to "throw-velocity-block" and "throw-velocity-entity"
• Completely new permissions
• Can now toggle if you can throw entity's and/or blocks in config, or by command
