Bukkit

• (Hopefully) Fixed the problem where nonstandard names were breaking the users.yml
• Included the in-game toggle for enabling-disabling standard name enforcement (/blip ne)
• Blip will log a warning when initializing if name standards are disabled.

* Because of nonstandard names, commands my misprint player names (replacing dots with underscores or vice-versa).
* Other special characters to the YAML format may still break the plugin, it hasn't been thoroughly tested.
