Re push of the following changes. I accidentally left some debugging code in and it spammed the log files. Sorry about that. I also re-wrote the code that determines which direction the tracks are placed in, as it occasionally would hiccup and go the wrong direction. Now it seems a bit more stable, let me know what you think.

Previous update:

In the latest Bukkit, the track pieces weren't auto-connecting, they'd instead end up working N/S but still facing N/S when placed E/W ... I updated my code to manually set the slope, and alignment of the rails. This does open up the opportunity for track that curves, though I don't want to think about that for a long time :P

Updated version tested against CB 1.6.2-R1.0.  No changes to any features, just a release to verify it's 1.6.2 compatible.
