    What steps will reproduce the problem?
    1. spam
    2. spam - slap
    3. spam - kick
    4. spam - temp ban
    5. spam - temp ban
    6. spam - ban

    Please provide any additional information below.

    Bukkit has no public API to do this at the moment, however you could achieve this using the command punishment until Bukkit supports temp bans
