Add lockout for Mojang offline mode

Introduces a configurable lockout period for Mojang offline mode to prevent rapid toggling, with the duration set in config.properties
You will need to regenerate your config.properties or add the following:

#The lockout duration in minutes when the down detector triggers.
#If the server is detected as down again during this period, the lockout timer resets.
